figures are based on annualized inflation rates projected
for the remainder of 2003 and years 2004 through
2006, ranging from 1.7% to 2.5%, depending upon the
year in question. Higher inflation at any time will
result in higher COLA amounts; higher inflation prior
to July 2004 will result in higher general wage increases
in November 2004 and November 2005 because increases
under the two-year extension will be based on base
salaries in effect on November 20, 2004.
