NPMHU Legislative Action Alert

There are bills currently pending in the Congress that will, if enacted, allow the USPS to stop overfunding retirement benefits for postal employees whose pensions are covered under the Civil Service Retirement System (CSRS). Passage of this legislation is very important to the financial bottom line of the Postal Service, and the NPMHU strongly endorses and supports these pending bills. These legislative bills (H.R. 735 in the House, and S. 380 in the Senate) have successfully moved out of the appropriate committee in each chamber, and will soon be scheduled for consideration by the full House and Senate. Unfortunately, subsequent actions approved by the Republican members of the House Budget Committee - on a strict party-line vote - seek to tie this important CSRS legislation directly to the federal budget bill. That budget resolution seeks to require substantial and unacceptable cuts, from the federal budget, in postal and federal employee benefit programs.

These bills, and related issues, remain extremely fluid in both the House and the Senate. The NPMHU continues to closely monitor these activities.
