2004 NPMHU CONVENTION REPORT

Delegates to the 2004 NPMHU Convention overwhelmingly approved the financial proposals recommended by the Constitution Committee and endorsed by the National Officers. The adopted proposals will allow the Local Unions to keep a greater portion of the per capita dues collected by the National Union. It is estimated that approximately $665,000 will be sent to the Local Unions each of the next four years as a result of the passage of this amendment. The delegates rewarded National President Hegarty and National Secretary-Treasurer Gardner with hefty, well deserved salary increases. Both were re-elected by acclimation and expressed sincere gratitude to the delegates for the benevolence and support that they received.

There were many, many proposed resolutions submitted to the Resolution Committee and to the Legislative and Political Committee. The delegates adopted seventeen of those resolutions ranging from topics such as, The Protection of Haitian Refugees, Endorsement of John Kerry and John Edwars, National Health Care, Protecting Postal Jobs and maintaining the USPS, Labor Law Reform and the Wal-Marting of America.

Most of the proposed amendments to the Constitution that were not endorsed by the Constitution Committee either failed, withdrawn, or never brought up for debate. Some of the most interesting of those proposals were the election of shop stewards, mandatory attendance requirement at branch meetings for candidacy eligibility, nomination of more than one candidate, per elected position by the same person, run-off election for Local President position, weighted vote at the SAMLU meetings, Branch President given the power to certify and decertify stewards, elections for unexpired terms of office, and a surcharge to non-members on monetary awards.
